The Accra High Court will commence the trial of Gifty Oware-Mensah, former Deputy Executive Director of the National Service Authority (NSA), on Wednesday, October 22, 2025.

This follows a previous adjournment on Friday, October 17, when the court was notified of her absence due to a two-day medical excuse submitted on her behalf.

Her return to court has drawn significant attention, with a heavy police presence observed around the premises.

Oware-Mensah is facing multiple charges, including embezzlement through the use of ghost names on the National Service Scheme (NSS) payroll and causing financial loss to the state.

As reported by Okay FM, court proceedings were scheduled to begin between 10:00 and 10:30 AM on Wednesday.

She is accused of involvement in the alleged theft of GH¢38.4 million and the resulting financial loss.

Although Oware-Mensah is being prosecuted alongside the NSA’s Director-General, Osei Asibey Antwi, they are not jointly charged in this particular case.

Background

The former NSA Deputy Executive Director has been formally charged with stealing and deliberately causing financial harm to the state.

Court filings accessed by GhanaWeb on October 13, 2025, cite financial mismanagement during her time at the NSA as the basis for the charges.

According to the Attorney General’s Department, Oware-Mensah allegedly misappropriated GH¢38,458,248.87 from February 2022 to March 2024, while overseeing finance, audit, and procurement operations at the NSA.

“In February 2025, the National Intelligence Bureau (NIB), acting on intelligence, began investigating reports of ghost names, theft, corruption, and money laundering by NSA staff.

“Findings indicated that between February 2022 and March 2024, the accused engaged officials of the Agricultural Development Bank (ADB), claiming that the NSA had entered a deal with her firm, Blocks of Life Consult (BLC), to sell hire-purchase items to National Service Personnel (NSP). She requested a GH¢78,139,910.00 loan to finance this project,” the charge sheet detailed.

However, investigations revealed no items were delivered, and the names used to secure the facility were fictitious entries from the NSA’s own system.
